Abstract

This paper describes modeling of cost estimating and design-to-cost (DTC) processes for cruise missiles. The computerized model was developed to provide a quick-response tool that would produce results comparable to a detailed estimating process, without the time and expense. This model projects current manufacturing and procurement cost experience into future years to support tradeoff and cost reduction studies, government budgeting, DTC efforts, internal business planning, and “what if” analyses.

Output from the basic cost model feeds two accessory routines. A DTC reporting/management routine provides cost traceability over the life of the program, current status, and variance analysis with respect to predetermined goals. Time-phased expenditures and fiscal-commitment requirements, in terms of either constant or then-year dollars and
calendar or fiscal years, can be obtained with the funding-spread routine. Both routines can be either automatically linked to the basic model or accessed independently.
