Since its inception in 1939, the purpose of the SAWE has been to promote the exchange of technical information and new ideas in Mass Properties Engineering. The SAWE International Conference is the annual meeting that brings together mass properties professionals from throughout the world. These dedicated men and women work in close cooperation with and address the needs of industry, government, and other engineering and manufacturing organizations. The 2014 Technical Tracks are a result of input from these mass properties professionals with the combined efforts of the International Officers, the 2014 Conference Committee, and the Technical Committee.
For us, the mass properties professionals, but also for all engineering community, the SAWE Annual event is an excellent opportunity to learn and share the latest developments on the discipline, not only attending the technical sessions and papers presentations but also meeting colleagues from all around the world.
The technical content of the 2013 Conference will include weight aspects of new materials, new weight design procedures, methods for calculating mass properities, weight estimation in preliminary design, novel aircraft configurations weight estimations, etc.
There will be two complete days dedicated to the technical presentations.
The Technical and Organization Committee is working on the technical contents of our conference by searching for papers and also setting up a continuation of the new format introduced last year in our sessions: the technical forum — an open debate on one specific topic of Mass Properties.

In Long Beach, you will join Mass Properties professionals from all around the world. An unique and enriching experience to show your innovations on Mass Properties. Regular chapter, regional and international meetings provide a welcoming opportunity for mass properties engineers to meet and to discuss mutual problems, procedures and specifications, thus broadening their individual horizons and becoming better informed.

Background
Since 1939, the Society of Allied Weight Engineers has been promoting recognition of mass properties as a specialized discipline. The principal means for accomplishing this objective is the annual conference for presentation of papers and discussion of engineering standards and recommended practices. Papers and reports are published and distributed.
Abstracts
Abstracts should include the paper title, author's name, position and company affiliation. They should be 250 - 350 words in length and should contain a statement of the problem or objective, the method of approach, and a summary of conclusions. The abstract should not deal with specific data. To submit abstracts or for more information, please use our Papers and Abstracts submission form. Paper abstracts are due by 15 December 2013. Abstracts will be reviewed for paper session assignment. Final Papers are due by 1 April 2014.

The objective of the SAWE’s Standards and Practices Committee, or SPC, is to serve the mass properties profession by providing a non-proprietary, consensus forum for the development of industry products that respond to the needs of our members and their customers. Much of this work centers on Recommended Practices, or RPs, of many types including requirements, best practices, product and process standards. SPC activities are not limited to RPs alone. Just about any activity that serves the society membership in a given industry sector is acceptable. Past examples have included textbooks, handbooks, and industry surveys. An unofficial objective of the SPC is to foster the development of products that make our professional activities more efficient, more consistent, and more valuable for the professionals of today and tomorrow as well as clearer and more understandable to our customers.
You may be interested in reviewing the process SAWE has proposed to become an Accredited Standards Developer, it was posted for public review as an ANSI Standards Action, release date 31 January 2014.
Planned SPC Events
The SPC is such an important activity that the SAWE dedicates an entire day to it. That day will feature the following highlights:
Opening Session– A kickoff to the day’s activities at which the year’s progress will be reviewed, our progress towards becoming an official ANSI-recognized Standards Developing Organization will be presented, and future objectives will be discussed.
SPC Breakout Sessions – During these meetings chaired by industry and government leaders, industry needs and opportunities are reviewed, the year’s activities are presented, and future activities are planned. Present standards are reviewed for currency and new standards are formulated. Specific industry breakout sessions include: Marine, Military Aircraft, Offshore Systems, Missiles and Space Systems, Airline Affairs, and Ground Systems.

The SPC welcomes all members and visitors to participate and improve the mass properties profession as it relates to your specific industry. We always welcome new ideas, new participants, and new contributions. Help us improve our profession by participating in SAWE SPC activities.
Mr Davis is in his 36th year with the United States Air Force (USAF) Space and Missile Systems Center (SMC). He spent the first ten years supporting the Global Positioning System (GPS) Program and Defense Meteorological Satellite Program (DMSP) working primarily satellite hardware manufacturing, quality and test. He is currently the SMC Chief Systems Engineer and supports the Engineering Directorate for center wide application of systems engineering, parts, materials and processes, radiation hardening, specifications and standards, industrial base, manufacturing/quality engineering, space flight worthiness criteria assessment and was the lead engineer for several of these initiatives. In addition, he is involved with the individual program acquisition planning and execution. Previously, he was the interim acting director of engineering.

As the Society of Allied Weight Engineers Training committee prepares to welcome you to the 73rd Annual International Conference on Mass Properties in Long Beach, California, we would like to present our preliminary slate of classes for your professional development. These classes are offered to expand your expertise as a Mass Properties Engineer (MPE), and we hope that many of you will register for classes in fields outside of your area of expertise or industry. We hope that after taking these classes you will emerge more knowledgeable and learn how special the discipline of weight engineering is across the multiple industries. SAWE RP-7: Mass Properties Management and Control of Military Aircraft

This full-day class will familiarize students with effective control of the weight and other mass properties of an aircraft. The class will also expose students to other considerations associated with mass properties management and control described in SAWE RP-07. The primary objective will be to acquaint participants with the major considerations for successful weight control during the development phases of a program, to include: concept exploration, demonstration, validation, and full-scale development. These major elements incorporate planning, organizing, staffing, subcontractor control, requirements allocation, risk reduction, data collection, analysis, tracking, controlling, weight reduction programs, validation, verification, and test support.

Aircraft Weight Estimating and use of SAWE RP-8: Weight and Balance Reporting Forms for Military Aircraft

The objectives of this one-day course are to provide an overview of weight estimating methods and the weight estimating process for aircraft and to provide insight into the weight and balance reporting formats and requirements of SAWE Recommended Practice 8. Included will be descriptions of the many types of aircraft estimating methods, together with their applicability and limitations. Many other weight estimating considerations also will be addressed, including impacts of new technologies, estimating prototypes and derivatives, sources of weight data and estimating methods, and dealing with estimating uncertainty. Estimating aircraft center of gravity location and moments of inertia will be briefly discussed. The portion of the course devoted to RP-08 will address the three major parts contained therein. The basic RP-08 concept of allocation by function will be explained, and the important RP-08 allocation instructions will be covered. The requirements for structural increments and design information also will be addressed, along with why inclusion of those data is so important to weight estimating and weight control.

Principles of Weight Management and Weight Estimating Methods for the Offshore Oil Industry

Weight Management is a critical element of design, construction, and operation of an offshore oil system. Keeping the weight and center of gravity within predefined limits can be challenging. However, application of proven principles and tools will result in achieving these goals.
The principles involved in weight management for the offshore oil industry will be presented and explained. The student will develop an understanding of technical topics such as development of preliminary and detailed weight estimates, application of weight contingencies and allowances to cover ‘known unknowns,’ control of changes to designs, and weight saving techniques. The student will develop an appreciation of how weight information is used by other project team members such as cost control, scheduling, transport and lift contractors, and others. Also, the student will learn about some of the techniques that can be used to successfully manage the weight.
A key to Weight Management is the initial weight estimate. Therefore, an overview of weight estimating methods as defined in SAWE RP-14 and applied to the offshore industry is included. For example the application of proven methods - based on historical weight data and experience - is employed to determine preliminary weights for offshore structures.
This training course will highlight the importance of weight management in the oil industry, present several of the methods typically used to create preliminary estimates of weight and center of gravity and walk through an example of estimating preliminary weight and CG data for a floating offshore platform. After registration, please keep an eye out for an e-mail from the instructor. He will likely be sending out a list of reading material to review before the class.

Aircraft Weight & Balance Course

This two-day course assumes a basic knowledge of weight and balance. The class will demonstrate and teach proper procedures for weighing and completing forms for military aircraft. The intent of this class is to provide the student with an understanding of the weight and balance system within the United States Air Force and “pitfalls” involved in weighing aircraft. Students should bring basic calculators, paper, and pens/pencils for use in examples and exercises. Students should also dress appropriately for the trip to the aircraft hangar. Wear rubber-soled, closed-toed shoes.

Automated Weight and Balance System (AWBS) Software Training

This one-day class will present the features of the Automated Weight and Balance Software in a hands-on training class. The class will begin with a discussion of the terms and developmental history of AWBS, minimum system requirements, and software installation. The basic approach of the class is to give computer demonstrations followed by student exercises that will provide the students with a good understanding of AWBS Version 10.0 features. Students will receive a complete overview of the software features to support weight control programs for military aircraft. The instructor will also allow time to address specific AWBS needs and questions of the students. Students are required to bring their laptop computer. A version of AWBS 10.0 will be required for the class.

Measurement of Mass Properties
Jerry Pierson, SAWE Honorary Fellow, L-3 Communications - Platform Integration Division
This class is a basic class which teaches measurement of weight, center-of-gravity, and moments of inertia (MOI). Effects of gravity variation due to latitude and altitude will be explained. This class will demonstrate and teach moment of inertia measuring techniques typically used for missiles and control surfaces. The Mass Properties Measurement class will contain both a classroom presentation and a laboratory session. The class will consist of approximately three hours of lecture and five hours of hands-on laboratory session with participants making mass properties measurements.
The classroom discussion will include mass definition and mass measurement techniques. Force measurement methods such as spring scales, load cells, strain gauges, and rebalance technology will be discussed. The MOI definition and its relationship to torque and angular acceleration and measurement techniques will be included. The definition of Product of Inertia (POI) will be discussed and how it relates to Principle Axes definition, measurement, and calculation techniques. Laboratory exercises will include mass measurement, center- of-gravity measurement, MOI measurement using a torsion rod and the bifilar method. POI measurement/ calculation and principle axis measurement/calculation will be taught.
It is the intent of this class to provide the student with an understanding of the methods for measuring moment of inertia. The class will conclude with the taking of a test to verify that the class has provided the students with the basic understanding of how to measure moment of inertia of a missile or a control surface.
Basic calculators will be needed for examples and exercises. Please dress appropriately for working with measusring equipment.

Ship Inclining Training
William Fox, P.E., SAWE Fellow, Alion/JJMA (Retired)
This one-day class will discuss the inclining of a vessel in order to determine its displacement (weight) and centers of gravity. The primary emphasis will be on inclining in water, but inclining in air will also be covered. A classroom session on the theory, procedure, and results of inclining will be held, followed by an actual demonstration of inclining techniques aboard a waterborne vessel.
The objectives of the class are to provide the student with an introduction to the principles of naval architecture and to marine terminology, and to discuss and demonstrate the inclining of a vessel to determine its weight and center of gravity. ASTM F 1321-90, Standard Guide for Conducting a Stability Test, will be used as a text for this class. Following the classroom session, the class will travel to and board a vessel for a practical demonstration of an inclining. A brief light ship survey will be completed, drafts and specific gravity of the water will be taken, and inclining weight will be moved to obtain a plot of tangents and inclining moments. The resulting data will be processed and the vessel’s light ship displacement and centers of gravity will be determined at the conclusion. After the inclining, the class will return to the hotel for a summary and closing. The class will conclude with a short open-book test and exercise to confirm that the student has gained an understanding of the theory and practice of inclining a vessel. A conference room at the hotel will be provided, as will transportation to and from the inclining site.
Basic calculators will be needed for examples and exercises. Students should wear casual clothes and rubber- soled shoes, as they will be boarding a vessel. Class size will be limited to about 20 students.

The 8th ShipWeight User Group meeting will be held on Monday, May 19. The meeting will be of interest to active ShipWeight users as well as those who are considering acquiring it.
This year’s meeting will be focused on presenting the advanced user features in the latest release, along with a look ahead into what is planned for the future.
The meeting is also an excellent opportunity to meet other ShipWeight users in an informal setting for exchanging experiences and discussions on best practices. Last, but not least, it is a great opportunity to provide feedback to BAS Engineering as developers of ShipWeight and participate in making priorities for future development of the software.

Los Angeles Angels Baseball Game
For those of you who are here for the Board of Directors meeting and want to relax Saturday evening, we have a limited number of tickets to attend a Los Angeles Angels baseball game. They will be playing the Tampa Bay Rays. The game starts at 6:05 PM. Like last year, the BOD meeting will adjourn at 5:00 PM, right!!! We will carpool to Angel Stadium and the tickets are first come, first served. Make your reservation for this event early. They will definitely sell out. The price is $17/ticket.

California Science Center Tour
We will travel by bus to Los Angeles, California, to the home of the Space Shuttle Endeavor. The tour celebrates Endeavour’s many scientific achievements and its strong connection to California, where all the orbiters were built. In the Samuel Oschin Pavilion, you will be able to see Endeavour up close and discover some of the science behind this amazing vehicle. We will depart the hotel at 9:30 am to arrive at the Science Center by 10:00 am. Entry ticket to the Shuttle exhibit is included in the price. Admission to the Science Center’s permanent exhibition galleries is also included. The IMAX and lunch are on your own. We plan to leave the Science Center by 4:00 pm. Transportation and Endeavor tickets are included.

Wayfarer’s Chapel and Ports ‘O Call Village
Wayfarers Chapel is located on a knoll overlooking the ocean. It is known as the “Glass Church” and was designed by Lloyd Wright, architect and son of Frank Lloyd Wright. It was designed to serve as a chapel for meditation and prayer for wayfarers. We will also visit the adjoining visitor’s center and the tastefully landscaped gardens. We will leave the hotel at 9:30 am to arrive in time for our 10:00 reservation. Around noon, we will take a 10-minute ride to Ports O’ Call Village in neighboring San Pedro. We will eat lunch, browse, and shop for several hours, and board the bus ~3:15 pm for our return to the hotel. Your cost includes transportation and donation to the Wayfarers Chapel. Lunch and other purchases are on your own.

Nixon Library
The Richard Nixon Presidential Library and Museum is the presidential library and final resting place of Richard Milhous Nixon, the 37th President of the United States. Located in Yorba Linda, California, the library is one of thirteen administered by the National Archives and Records Administration (NARA). After its original dedication in 1990 it became a federal facility on July 11, 2007. The 9-acre campus incorporates Richard Nixon birthplace where Nixon was born in 1913 and spent his childhood. The facility is now jointly operated by NARA and the Richard Nixon Foundation. We will leave the hotel at 9:30 AM and return by 4:00 PM. The fee includes transportation and the library entrance fee, only. We will have lunch at a nearby restaurant, however, the price of lunch is not included.

CSULB Japanese Gardens & Gondola Cruise
At 9:30 AM we will take a quick trip to start our morning off with a leisurely walk through the Earl Burns Miller Japanese Garden which is a Japanese garden encompassing 1.3 acres on the campus of California State University, Long Beach, in Long Beach, California. The Japanese Garden has been featured in popular garden publications, such as Sunset magazine, and attracts more than 50,000 visitors each year. At noon we will board the bus for a quick drive from the Japanese influence across the continent to enjoy lunch and ride on an authentic Italian Gondola. We will drift along the water as professional gondoliers guide them through the 100-year-old canals of Naples Island. We will enjoy our lunch as we cruise. Lunch is included in the event price. We will board the bus again to return to the hotel by 3:30 pm. Your cost includes transportation and lunch.
Thursday, May 22: (Daytime)
Battleship USS Iowa
Tour the USS IOWA (BB-61), first of four battleships in the IOWA class, and the only battleship open to the public on the West coast. The USS IOWA saw action in World War II, Korea, and served throughout the Cold War. Designated the “world’s greatest naval ship” due to her big 16-inch guns, heavy armor, fast speed, longevity, and modernization, she kept pace with technology for more than 50 years. The 90-minute Alpha Tour will lead visitors throughout the ship with a short movie and museum area at the end. Of special interest is the FDR cabin where the visiting presidents and dignitaries stayed and the only bathtub in the fleet was installed for Roosevelt on his way to the Tehran conference.
As befits a battleship, there are many sets of stairs and ladders, which translate into a lot of walking. Closed- toe flat shoes are highly recommended, strollers are not allowed and the tour is not wheelchair accessible, although plans are in the works for improving accessibility for disabled guests. We will board the bus at 9:45 am and travel from the hotel to the LA waterfront dock in San Pedro. We will return by 1:00 pm. Price includes transportation and admission only.

Whether this is your first conference or fifty-first, come join us for fun, networking, and meeting friends old and new. The three organized events for this are the Sunday Welcome Reception, Tuesday’s Standards and Practices Luncheon, and, of course, Wednesday’s closing Awards Banquet, where the history and heritage of the SAWE will be on display. All members, attendees, and guests are invited to join us. Separate registration and payment is required for each, including for exhibitors.

The 73rd Annual International Conference of the Society of Allied Weight Engineers will be held at the Renaissance Long Beach. This is a Marriott Hotel located on Ocean Blvd in downtown Long Beach overlooking the beautiful, peaceful harbor view of the city with the Queen Mary and Port of Long Beach on the extreme Western end all the way to the Peninsula with its breakwater protecting Alamitos Bay on the extreme Eastern end.
The hotel is only steps away from some of the best dining in the city of Long Beach, fabulous night life, and gift shopping. This hotel reflects a chic, casually elegant ambience from plush beds and soft colors, to marble bathroom counters and modern desk chairs as well as bold styling in all guest rooms. SAWE guests will enjoy free internet service in their guest room. The hotel has an outdoor pool, a spa, and fitness center.

Our room block has been reserved at the Renaissance Hotel Long Beach for the 2014 International Conference. Rooms are available three days pre- and post-conference from Thursday, May 15, through Saturday, May 24, based on hotel availability. The special conference room rate is $159 plus 15% CA tax and $0.10 tourism tax per night for standard rooms. A government rate is available with proof for up to ten rooms. It is important to note that the conference is being held during a very high usage rate in the city. Please make your reservations early. The cutoff date for our guaranteed room block is April 29, 2014. Hotel reservation deadline has been extended until May 5, 2014. There will likely be no extension to that date because of on-going activities within the city. Use Group Code SWESWEA when making online reservations.
Air transportation is primarily from Los Angeles International (LAX). However, Jet Blue and Alaska Airlines do fly into Long Beach Airport (LGB) and John Wayne Airport (SNA) in Orange County is also very close.
Once you get to the hotel in Long Beach, there is really no need to have a rental car. Transportation will be provided for all the events and training. The city offers free transportation throughout the downtown area and minimal cost throughout the city with its “Red Line” service and your choice of dining is within walking distance from the hotel.
SuperShuttle or other transportation companies are a good means of commuting to and from the hotel from the airport of your choice. You are encouraged to make your reservations ahead of time to reduce the wait time at the airport.
If you decide to rent a car, the Renaissance is very accessible by freeway. However, be forewarned that our freeway system is often a “parking lot” during rush hours. SAWE has arranged for $8/day self-parking at the hotel. You must indicate you are with the SAWE group at the front desk upon check-in to obtain the rate.

Conference registration is required for everyone planning to attend or participate in any conference events, including technical tracks, training, social and special events, etc. Only by registering can you obtain a Conference Badge, which is required for admittance to all events. Advance registration is strongly advised. Payment of all applicable Registration Fees by credit card, check, or cash is required prior to or at the time you obtain your badge and conference materials at Registration. There are NO exceptions to this, including for exhibitor representatives. General Registration fees are as follows. Students, Retirees, Authors, and Presenters, please see the fees identified under the Special Conference Registration section.
Advance online payment of registration fees is preferred, however registration fees can also be paid at the conference registration desk. Credit card payments can be processed online at the registration desk. Travelers checks will be accepted if their values are stated in US dollars. Personal checks will be accepted only if they are from banks located in the United States. Cash in US currency will also be accepted.

This is to improve headcounts for food budgeting and help eliminate excess costs to the conference. Exhibitors and attendees with 3-day registrations are granted a discounted fee for each event (see the Conference Registered Events section).
Full-time students, retirees, authors of SAWE conference papers, and conference presenters (who do not submit an associated paper for the presentation) are all eligible for Special Conference Registration fees. Please note that all Registration Fees must be paid in full by credit card, check, or cash prior to or at the time you obtain your badge and conference materials at Registration. Course registrations must be completed no later than April 30, 2014, to ensure your seat in the class, and to allow for pre-planning by the instructor and preparation of sufficient class materials. Exceptions will be considered ONLY if class space remains after the aforementioned date. Class sizes are limited, and enrollment is subject to availability. The SAWE reserves the right to cancel or combine classes if enrollment does not meet the minimum requirements.

A Goodyear Blimp Flight Certificate for (2) passengers, valid at either Carson, CA or Pompano Beach, FL location is being auctioned to support the SAWE/Frank Fong Memorial Scholarship Fund at the SAWE International Conference in Long Beach.
Minimum Advance Bid of $1,000 for Goodyear Blimp Flight Certificate for two.
Note that Goodyear Blimp Flight Certificates are very much in-demand and when offered at charity auction, typically fetch $3,500 on average with $24,500 being the all time high.
Advance bidders need not be present to bid on this “once in a lifetime” chance to ride on a blimp. Advance bids will only be accepted until 3:00 PM PDT, Wednesday, May 21, 2014. The highest advance bid accepted by 3:00 PM will be listed as the current high bid at the 5:00 PM start of the Silent Auction, that same day, at the Renaissance Hotel in Long Beach. Bidders in attendance at the Silent Auction will have an opportunity to submit higher bids on the Blimp Flight plus also bid on a variety of other unique items to be on display in the 2nd Floor Foyer between 5:00 PM and 7:00 PM.
