J K Noyes: 1132. Bell’s New Organizational Philosophy – A Unique Concept. 1976.

Is it reasonable to have Design Engineering reporting to one Engineering Director / Manager, structures to a second, and Cost/Weight Control to a third , while the Project Engineer responsible for the final design configuration is under still a fourth?
Is it advantageous to have a system with a multi-line of command?
Can you successfully combine Value Engineering and Weight Control? Are there advantages t o doing it?
Some of these questions seem illogical but they are all answered ‘YES’ by Bell Helicopter TEXTRON Engineering management.
